BOD: Acknowledge Party Master

The purpose of the AcknowledgePartyMaster is to facilitate keeping party information Acknowledgehronized that exists on separate data bases. The AcknowledgePartyMaster allows the adding of new party and the modification of previously established PartyMaster.
