BOD: Sync Customer Party Master

The purpose of the SyncCustomerPartyMaster is to facilitate keeping party information synchronized that exists on separate data bases. The SyncCustomerPartyMaster allows the adding of new party and the modification of previously established CustomerPartyMaster.
